Ces principes ont été établis et définis dans un document publié par le Comité de Bâle en 1996, concernant l'échange d'informations sur les états financiers entre juridictions engagées dans la lutte contre le financement du terrorisme (Sharing of financialrecords between jurisdictions in connection with the fight against terrorist financing).
وهذا ما أوضحته الوثيقة المعنونة ”تبادل السجلات المالية بين الهيئات القضائية في سياق مكافحة تمويل الإرهاب“، الصادرة عن لجنة بازل في عام 1996. وفي شباط/فبراير 2003، أصدرت لجنة بازل ”الدليل العام المتعلق بفتح الحسابات والتعرف على هوية العملاء“.
